School Heads To Get Salary Increment Starting From January 8, 2024 For The Following Reasons
Starting on January 8, primary school principals across the nation will take charge of Early Childhood Development Education (ECDE) facilities, which were previously under the administration of county governments. Simultaneously, they will retain their leadership roles in junior secondary schools (JSS), marking a pivotal shift in the educational landscape.
This restructuring initiative, spearheaded by the Presidential Working Party on Education Reforms (PWPER), advocates for the repeal of the Early Childhood Education Act. Instead, the provisions of this act are proposed to be integrated into the Basic Education Act. The essence of this move is to remove ECDE from the jurisdiction of the 47 county governors, thereby altering its decentralized status. This transformation is set to be implemented at the commencement of the upcoming academic year.
The taskforce recommends collaborative efforts with key stakeholders such as the Teachers Service Commission (TSC), the Council of Governors, and the Ministry of Education to address challenges related to pre-primary education.
A significant aspect of this partnership involves the establishment of an intergovernmental agreement aimed at standardizing payment policies and granting hiring authority to counties for pre-primary teachers. While acknowledging the increased administrative workloads, the group envisions potential cost savings, optimal resource utilization, and improved collaboration between administrators and teachers.
Despite the anticipated benefits, challenges are expected, including the necessity for community and parental support and active involvement in the education process.
Aligned with the ongoing educational reforms, the competency-based curriculum (CBC) or the 2-6-3-3-3 system replaces the traditional 8-4-4 system. The comprehensive school model aligns with these changes.
The government’s commitment to addressing junior school infrastructure issues is evident through the allocation of Sh3.9 billion for classroom construction in the current fiscal year, complemented by an additional Sh9 billion from the World Bank. By 2025, the collective efforts aim to prepare 15,021 classrooms for Grade 9 students.
The decision to integrate junior schools into existing primary schools stems from President William Ruto’s concerns about overcrowding in secondary educational institutions and the significant disparity in the number of primary and secondary schools.
The overarching objective of this strategy is to eliminate barriers hindering a seamless transition to secondary education.
