Frustration Boils Over: JSS Intern Teachers Appeal to TSC and Ministry of Education for Urgent Confirmation


 

Kenya’s Junior Secondary School (JSS) intern teachers have issued an urgent appeal to the Ministry of Education and the Teachers Service Commission (TSC), seeking immediate confirmation into permanent and pensionable (PnP) terms.

In an open letter dated April 11, 2025, Oliver Jumba, the Vihiga County JSS Interns Representative, voiced the collective concerns of thousands of JSS interns across the country. The educators are demanding clarity and action regarding their employment status after serving for nearly a year under the Competency-Based Education (CBE) rollout.

The Burden of Uncertainty

The teachers lament that despite performing full teaching duties — preparing schemes of work, handling co-curricular activities, assessing learners, and managing multiple classes — they continue to serve under temporary contracts. The absence of clear communication from the TSC regarding their confirmation has fueled anxiety and hopelessness among many who have dedicated themselves fully to national service.

Financial and Emotional Strain

According to the letter, most JSS interns survive on modest stipends that barely cover essential needs such as rent, transport, and family upkeep. The delay in confirmation has led to widespread financial distress and demoralization, even as teachers continue to deliver lessons and support the CBC rollout with unwavering dedication.

Proven Commitment and Service

The interns highlighted their steadfast service, having successfully navigated the challenges of the new curriculum. They have taught multiple learning areas, supported formative assessments, and contributed significantly to stabilizing JSS implementation in schools nationwide.

“Our service record clearly shows that we have earned the trust and confidence to be absorbed fully into the teaching service,” the letter states.

Calls for Timely Confirmation

The appeal urges the Ministry of Education and TSC to:

  1. Fast-track confirmation of all serving JSS interns into permanent and pensionable terms.
  2. Issue an official communication outlining timelines and modalities for absorption.
  3. Recognize the internship period as part of accumulated teaching experience for career progression.

Jumba emphasized that timely confirmation would restore morale, stabilize schools, and affirm the government’s commitment to supporting teachers — the backbone of Kenya’s education system.

“The delay is not just administrative; it is human,” the letter reads. “It affects livelihoods, families, and the dignity of teachers who have already proven their dedication to national service.”
