The Teachers Service Commission (TSC) has developed a detailed scoring framework to ensure fairness and transparency in the recruitment of teachers with disabilities.

This panel score sheet provides a structured evaluation method that considers professional qualifications, age, and teaching experience. Below are the key components and scoring areas outlined in the framework.

Scoring Areas

A. Professional Qualifications (Maximum Score: 5 Points)
Teachers are evaluated based on their P1 qualifications, excluding teaching practice. Scores are allocated according to the number of points earned in their Professional Teacher Education (PTE) and Diploma in Primary Teacher Education (DPTE) programs:

  • 6–28 points: 2 points
  • 29–50 points: 3 points
  • 51–64 points: 5 points

B. Age of the Applicant (Maximum Score: 20 Points)
Age plays a significant role in ranking candidates, with older applicants receiving higher scores to address historical disadvantages:

  • 50 years and above: 20 points
  • 47–49 years: 15 points
  • 44–46 years: 10 points
  • 43 years and below: 5 points

C. Length of Stay Since Qualification (Maximum Score: 70 Points)
To prioritize those who have waited longest for employment, points are assigned based on the year of graduation:

  • 2010 and earlier: 70 points
  • 2011: 66 points
  • 2012: 62 points
  • Subsequent years reduce by 4 points per year until 2024: 14 points

D. Diploma in Primary Teacher Education (CBC Upgrade) (Maximum Score: 5 Points)
Candidates with a Diploma in Primary Teacher Education (CBC Upgrade) receive an additional score of 5 points.

Total Score and Verification

The total maximum score is 100 points, encompassing all categories. This ensures a comprehensive evaluation of each applicant’s qualifications, experience, and circumstances.

Verification Process

The selection panel, comprising the Secretary and Chairperson, is responsible for scoring and signing off the evaluation. The process is then verified by the TSC County Director, who ensures the scoring aligns with TSC recruitment guidelines.
