Affirmative Action Anchored in Teacher Promotions


The 2025/2026 teacher promotion guidelines unveiled by the Teachers Service Commission (TSC) have embedded inclusivity and affirmative action as central pillars in the career advancement process. This move is designed to ensure that promotions reflect Kenya’s constitutional values of equity, fairness, and representation.

One of the notable provisions is the guarantee that at least 5% of all promoted candidates will be persons with disabilities. This is in line with the Persons with Disabilities Act, which requires equal opportunities in public service. To ensure inclusivity, interview venues will be made accessible, and teachers with hearing or speech challenges will be allowed to bring sign language interpreters during their assessments.

Gender balance is another priority. The guidelines stipulate that not more than two-thirds of promoted teachers can be of the same gender, thereby promoting women’s leadership in education and reducing gender disparities in higher positions. This commitment ensures that female teachers, who have historically been underrepresented in top leadership roles, have greater opportunities to rise through the ranks.

Regional diversity also plays a role, with TSC seeking to ensure fair representation of all counties in leadership positions. This prevents concentration of promotions in certain regions and creates a sense of fairness across the country’s education system.

By embedding affirmative action in the promotion process, TSC is not only complying with the Constitution but also promoting social justice within the education sector. Teachers from marginalized communities, women, and persons with disabilities are given a fair platform to compete for leadership roles based on merit while still enjoying protection under equity laws.
