TSC Initiates Vetting Process for Deployment of Primary School Teachers to Junior Secondary Schools


 

The Teachers Service Commission (TSC) has officially commenced the vetting of primary school teachers seeking deployment to Junior Secondary Schools (JSS). This follows the receipt of 3,693 applications from qualified teachers expressing interest in the transition.

The vetting process is intended to ensure that only eligible and duly qualified teachers are deployed to Junior Schools. Sub-County Directors have been tasked with reviewing the applicants’ documents to confirm if they meet the set qualifications before forwarding approved names to the TSC Headquarters.

 

A) Eligibility Criteria for Deployment

To qualify for deployment to Junior School, primary school teachers must fulfill the following conditions:

  1. Active Registration: Must be actively registered as a teacher with the TSC.
  2. Current Employment: Must currently be employed as a primary school teacher by the TSC.
  3. Good Conduct: Should not be under interdiction or facing any disciplinary action.
  4. Academic Requirements:
    • At least a Diploma in Education.
    • Minimum of C+ at KCSE (or equivalent), with C+ in two teaching subjects in the current curriculum.
    • Alternatively, for those with a KCSE grade of C (plain), a Diploma in Education plus a Bachelor’s Degree in Education may be accepted.
  5. Exclusion Clause: Bachelor of Education (Primary Option) degree holders are not eligible.
  6. Expression of Interest: Must have shown interest and be listed among applicants forwarded by the Headquarters.

B) Vetting Process

Sub-County Directors are instructed to invite applicants for physical document verification. Teachers must present the following documents:

  1. Original and copy of the degree or diploma certificate.
  2. Original and copies of official academic transcripts.
  3. Original and copy of SNE qualifications (if applicable).
  4. Original and copy of KCSE certificate or its equivalent.
  5. A copy of the current payslip.
  6. A declaration from the Head of Institution confirming the teacher’s current service status and absence of disciplinary action.

C) Submission of Verified Documents to TSC Headquarters

After vetting, the following documents must be submitted to the TSC Director of Staffing by County Directors/Regional Director:

  1. Sub-County Meeting Minutes: Documentation of the verification meeting signed by relevant officials.
  2. County Meeting Minutes: Documentation of county-level verification signed by the County Director.
  3. Vetted List of Teachers:
    • Must include STATUS and REMARKS columns.
    • Remarks must explain the reason for disqualification, if any (e.g., “Not Qualified – C- in KCSE”).
    • The list must be in MS Excel format and sent to [email protected] by 20th June 2025.

Important Notes

  • Vetted documents for successful applicants must be securely stored at the Sub-County level until further instructions.
  • No alterations are allowed on the provided list except for entries in the status and remarks columns.

This rigorous process by the TSC ensures that only qualified and competent teachers are deployed to handle the critical stage of Junior Secondary education. Sub-County and County Directors play a central role in upholding the integrity and fairness of the deployment exercise.
