The Teachers Service Commission (TSC) of Kenya has established clear and comprehensive guidelines for the recruitment and selection of teachers to ensure transparency, fairness, and merit-based hiring.

The process adheres to a score sheet system outlined in Appendix 1(a) and (b), which assigns marks based on specific qualifications and criteria. These scores form the basis for the initial ranking of applicants.

In cases where applicants achieve identical scores, the panel refers to Clause 1.17 of the guidelines to resolve the tie. This clause provides additional criteria to determine the most suitable candidate for the position. Such measures ensure that the recruitment process remains equitable and prioritizes merit while adhering to established regulations.

Once all academic, professional, and relevant documents have been verified, the Sub-County selection panels play a pivotal role in the process. Their responsibilities include:

1. Compiling a Sub-County Merit List: This initial ranking of applicants within the Sub-County ensures a localized approach to recruitment.

2. Submitting Merit Lists to County Directors: The Sub-County lists are forwarded to TSC County Directors, who consolidate them into a County Merit List. This county-level compilation is subjected to further verification at the TSC Headquarters to ensure compliance with national standards and regulations.

The TSC also acknowledges the importance of inclusivity in its recruitment process. Applicants with hearing and speech disabilities are afforded reasonable accommodations, such as the provision of sign language interpreters, to facilitate their participation in the process.
