List of TSC Members of Selection Panel for Recruitment of Senior Secondary School Teachers on PnP Terms

The Teachers Service Commission (TSC) ensures that the teacher recruitment process is transparent, inclusive, and participatory by establishing well-structured selection panels for schools. These panels play a critical role in identifying and recommending the most qualified candidates for teaching positions.

Depending on whether a school has a Board of Management (BOM) or not, the composition of the panel varies slightly to suit the institution’s governance structure.

Selection Panel for Institutions with BOMs

In schools with a functioning Board of Management (BOM), the selection panel consists of five members:

1. Chairperson, Board of Management (BOM) – Serves as the panel chairperson, ensuring the recruitment process aligns with the institution’s strategic needs and goals.

2. Head of the Institution – Acts as the secretary of the panel, responsible for maintaining accurate records and facilitating the recruitment process.

3. Subject Specialist – A member with expertise in the subject area relevant to the vacancy, providing critical insights into the candidates’ qualifications and suitability.

4. Parent Association (PA) Chairperson – Represents parents’ interests, ensuring that the chosen candidate meets the expectations and needs of the school community.

5. TSC Sub-County Director or Representative – A representative from the TSC who oversees the process to guarantee compliance with TSC policies and regulations.

This panel structure ensures a balanced representation of stakeholders, combining professional oversight with community input to make well-rounded recruitment decisions.

Selection Panel for Schools Without BOMs

In schools that lack a Board of Management, a slightly different selection panel is constituted, also consisting of five members:

1. TSC Sub-County Director or Representative – Serves as the chairperson of the panel, taking the lead in ensuring that the recruitment adheres to TSC guidelines.

2. Head of the Institution – Acts as the secretary, tasked with administrative duties during the selection process.

3. Subject Specialist – A member with expertise in the subject area to assess candidates’ competence and alignment with the institution’s academic goals.

4. Parent Association (PA) Chairperson – Represents the interests of parents, providing a community perspective on the selection.

5. Parent Association (PA) Member – An additional parent representative, ensuring further inclusivity in the decision-making process.

Significance of the Panels

The inclusion of diverse representatives ensures transparency and accountability in the recruitment process. The subject specialist ensures candidates meet the academic and professional requirements, while parental involvement fosters trust and aligns recruitment decisions with community expectations.

By leveraging these well-composed panels, the TSC ensures fair and effective teacher recruitment, strengthening education delivery in Kenyan schools.
