The Teachers Service Commission (TSC) has established Sub-County Selection Panels to oversee the recruitment of primary school teachers. These panels ensure that the hiring process is objective, merit-based, and aligned with TSC guidelines.

By involving key personnel with specific roles, the panels are designed to evaluate candidates effectively and transparently. Each panel comprises three core members, each with distinct responsibilities to ensure the integrity of the recruitment process.

Composition of the PPane

1. Sub-County Director – Chairperson
The Sub-County Director leads the selection panel as the chairperson. They are responsible for ensuring that the recruitment process complies with TSC policies and standards. The chairperson facilitates discussions, oversees the evaluation of candidates, and ensures that the final decisions are objective and free from bias.

2. TSC Sub-County Human Resource Officer – Secretary
As the secretary, the Human Resource Officer is in charge of all administrative aspects of the recruitment process. This includes organizing the selection exercise, maintaining accurate records, and ensuring that all procedural requirements are adhered to. The secretary also prepares and submits reports on the recruitment process to the relevant TSC authorities.

3. Curriculum Support Officer – Member
The Curriculum Support Officer contributes their expertise in curriculum implementation and teaching practices. They assess candidates’ qualifications, skills, and ability to deliver the Competency-Based Curriculum (CBC). Their role is critical in ensuring that selected teachers are not only qualified but also capable of adapting to modern teaching methodologies.

Key Functions of the Panel

•Screening Applications: The panel reviews applications to ensure candidates meet the eligibility criteria outlined by the TSC.

•Conducting Interviews: Through structured interviews, the panel evaluates candidates on their knowledge, teaching skills, and ability to manage a classroom effectively.

•Scoring and Recommendations: Each member independently scores the candidates, and the panel collectively recommends the most qualified individuals for appointment.

The three-member structure ensures efficiency and clarity in decision-making. By involving officials with specific roles and expertise, the panel balances administrative oversight, procedural compliance, and educational insights. This approach guarantees fairness and transparency while aligning teacher recruitment with the needs of primary schools under the CBC framework.

The TSC’s Sub-County Selection Panels play a vital role in strengthening Kenya’s education system by ensuring that only the most competent and dedicated teachers join the workforce.
