TSC Guidelines for Recruitment of Primary School Teachers on PnP Terms 


The Teachers Service Commission (TSC) has released comprehensive guidelines for recruiting primary school teachers on permanent and pensionable terms. The document outlines the key steps, requirements, and responsibilities for ensuring a transparent and effective recruitment process.

1.0 General Information

1. TSC Registration:
All applicants must be registered teachers under Section 23(1) of the TSC Act, 2012. Applications by unregistered individuals will not be considered.

2. Application Process:
Applications must be submitted online via www.teachersonline.go.ke. or www.tsc.go.ke. Applicants must apply to the county or sub-county where vacancies are declared.

3. Ethical Standards:
The selection process must adhere to the Public Officer Ethics Act and the TSC Code of Conduct and Ethics, ensuring accountability and fairness.

4. Induction and Accessibility:
TSC Regional Directors and County Directors are responsible for inducting selection panel members. Venues for interviews must be accessible to applicants with disabilities.

2.0 Document Verification and Requirements

Applicants must present original and photocopies of:

  • National ID
  • Certificate of Registration as a Teacher
  • Academic Certificates (PTE, KCSE, KCPE, etc.)
  • Disability Identification Card (if applicable)
  • Affidavit explaining discrepancies in names, if any.

Verification will be conducted at the sub-county level, and any fraudulent documentation will lead to disqualification.

3.0 Selection Process

1. Merit Lists:
After verification, a merit list will be compiled and shared with the TSC County Director for further processing.

2. Selection Panels:
Panels will consist of a Sub-County Director (Chairperson), Human Resource Officer (Secretary), and Curriculum Support Officer (Member).

3. Tie-Breaking Criteria:
In case of a tie, the length of time since graduation and academic grades will determine the ranking.

4.0 Submission of Documents to TSC County Directors

Sub-County Directors must submit the following to the County Director:

●Lists of applicants and their verification statuses.

●Sub-county and county merit lists.

●Complaints and resolutions.

●Minutes of the selection panel meetings.

5.0 Complaints and Appeals

1. Complaints Resolution:
Applicants dissatisfied with the process may lodge complaints with the County Director or email the TSC Headquarters.

2. Appeals Process:
Complaints unresolved at the county level will be addressed by the Appeals Committee at TSC Headquarters within 14 days.

6.0 Key Notes and Appendices

1. Public Access to Merit Lists:
Merit lists will be accessible to the public while adhering to the Data Protection Act, 2019.

2. Regional Oversight:
Regional Directors must ensure strict adherence to these guidelines and coordinate the process effectively.

3. Attachments:
The document includes appendices such as score sheets, merit lists, and other records for efficient documentation.
